I would say the only way they get knocked off the horse is when they push something through, regardless of warnings, risks, etc., and it all goes horribly wrong causing more work for everyone!  Otherwise when things happen to work, they get a gold star and are treated like heros to save the day, letting everyone else clean up all the 'loose ends' left after the dust settles!

oooh this is where I am happy that I work in a place that wrangles the cowboys with bureaucracy!  However, this also makes it tough to get legitimate and well planned initiatives completed in a timely manner...</description>
