Anyone know about freelance Ad Sales?

  My (new) manager has asked me to investigate hiring an off-site person (probably part-time, commission-based) to sell ads in our company's magazine.
  
  I'm assuming this is something that a person could do as a freelancer but readily admit: I know nothing about this at all! Anyone have a connection? Someone who can tell me how it works?
