Grounding limits

  So I'm not sure how to do this. My daughter is 16 and she is failing in 2 classes. Right now she is grounded until the next 6 weeks for the next report card. Is it to much? She will basicly have to social life and no phone until I get it they are up. I just need some help, is this fair or should I loosen up? 6 weeks is a long time
